Visits Between Parents and Children in Out-of-Home Care. By a date to be determined by the Monitor in consultation with the parties, at least 85% of children in custody shall have in-person visits with their parent(s) or other legally responsible family member at least bi-weekly and at least 60% of children in custody shall have such visits at least weekly. Cases in which parental rights have been terminated and cases in which the Family Court has restricted visiting may be excluded from these calculations. The Monitor shall also establish interim targets set at a level designed to promote a significant but realistic amount of annual progress towards the final target.
