Withholding Entire Grant Commitment. If the State notifies the Local Public Entity that it has decided to withhold all of the grant commitment from the Local Public Entity pursuant to Subdivision (b) of this Article, this Contract shall terminate upon receipt of such notice by the Local Public Entity and shall no longer be binding on either party.
