Assistant Chief Executive means the Officer holding the post or performing the functions of the Assistant Chief Executive of the Council, provided that for the avoidance of doubt this includes any person fulfilling the functions of such a post by way of arrangements entered into pursuant to section 113 Local Government Act 1972;
