Initial rent levels for a unit of Assisted Affordable Rental Housing will not be permitted to exceed average market rents as outlined in Section 4.3. However, if an Assisted Affordable Rental Housing Unit becomes vacant after the 15th anniversary of the date on which it is first occupied by a new tenant with income below the Maximum Household Income Limit, the successful proponent may make the Unit available to a new tenant, at market rent, without inquiry into their income level.
