At all times, all Authority Vehicles shall be operated in a safe and responsible manner consistent with Guam and federal laws, including any applicable rules, regulations, and Executive Orders, and in accordance with the Rules of the Road as set forth in the Vehicle Code of Guam (Title 16, Guam Code Annotated).
