Below the rack definition

Below the rack means sales of clear or blended gasoline or diesel fuel where the fuel is being sold as a finished fuel for use in a motor vehicle.
Below the rack means any transaction that occurs after motor vehicle fuel is dispensed at-the-rack.
Below the rack means the distribution or sale of clear or blended gasoline or diesel fuel products when the fuel is transferred from storage tanks at a bulk facility and offloaded from a fuel-loading rack for sale as a finished fuel product for use in motor vehicles.
