These employees shall be granted vacation pursuant to the procedures developed by their respective Bureau Head, as approved by the Fire Chief.
The Bureau Head and the Human Resources Director, or their designated representatives, shall respond to the grievance in writing within fifteen (15) calendar days of the meeting regarding the grievance, with a copy to the Union and grievant.

Level Two -- Bureau Head/ Human Resources: If the employee or the Union is not satisfied with the disposition at Level One the employee or the Union may appeal the grievance to the Director of the Bureau of Human Resources, or designee or the bureau head, or designee within ten (10) working days after receiving notice of the decision.
The Union involved shall have sole authority to determine whether a grievance shall be submitted to arbitration, and any such decision or settlement of the grievance between the Union and the Bureau of Human Resources /Bureau Head in good faith shall be binding on all parties.
Step 1 - The grievance shall be presented in writing by the Union Xxxxxxx or other authorized Union representative to the Bureau Head within seven (7) working days of the act or omission giving rise to the grievance, or within three (3) additional working days of the date upon which any of the employees affected by the situation, condition, or action to be grieved, becomes aware of such act or omission.
However, when conditions permit, the Shift Captain or Bureau Head may, at his discretion, allow the individual Command Officer, in excess of ten (10) per cent, to take days off.
