Express advocacy definition

Express advocacy means a communication that contains express words advocating the nomination, election, or defeat of a candidate or that contains express words advocating the adoption or defeat of a question or issue, as determined by a final judgment of a court of competent jurisdiction.
Express advocacy means “express advocacy” as defined in Iowa Code section 68A.102(14) and rule 351—4.53(68A).
Express advocacy or to “expressly advocate” means communication that can be characterized according to at least one of the following descriptions:
