Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency.
Compliance with the provisions of Section 3 of the HUD Act of 1968, as amended, and as implemented by the regulations set forth in 24 CFR 135, and all applicable rules and orders issued hereunder prior to the execution of this contract, shall be a condition of the Federal financial assistance provided under this contract and binding upon the Grantee, the Subrecipient and any of the Subrecipient’s subrecipients and subcontractors.

Compliance requirements of Section 3 of the HUD Act of 1968 are triggered when a recipient receives a grant award in excess of $200,000.
If Section 3 of the HUD Act of 1968 is triggered for the UGLG, then contractors/subcontractors whose contracts exceed $100,000 must also comply.
