Interpretation of Annexes. 1. Where a disputing Party asserts as a defense that the measure alleged to be a breach is within the scope of a reservation or exception set out in Annex 6, Annex 7, Annex 8 or Annex 9, on request of the disputing Party, the Tribunal shall request the Joint Committee to adopt an interpretation on the issue. The Joint Committee, within 60 days of delivery of the request, shall adopt an interpretation and submit in writing its interpretation to the Tribunal.

The Commission shall adopt and submit in writing its interpretation to the Tribunal within 60 days of delivery of the request.

The Commission shall, within 60 days of the delivery of the request, submit its interpretation in writing to the tribunal.
