An Applicant must have the legal authority to represent and bind the Participating Landowner, or lessee, who will construct, own, and operate the WECS or Testing Facility.
Section 23-16-3.1 is amended to read:23-16-3.1. Landowner or lessee authorized to kill big game animals.
