When the utility line for a Lot extends under an adjacent Lot or Parcel, the owner for the lot may enter the adjacent lot or parcel for the purpose of maintenance or repair of the utility line, subject to the obligation to restore the adjacent Lot or Parcel promptly upon completion of the repair or maintenance.
Any owner of less than all of the Property may, however, seek and consent to an amendment to this Agreement if and to the extent that such amendment would affect only the Property - Lot or Parcel owned by such owner.
Following the completion of the development of any Property - Lot or Parcel in accordance with this Agreement, any party hereto may request in writing that the other certify that such development is complete in accordance with the provisions of this Agreement and that no further obligations of requesting party or City remain to be performed under this Agreement with respect to such Property - Lot or Parcel.

City's review of such an amendment to this Agreement shall be limited to consideration of the proposed modification solely as it relates to the Property - Lot or Parcel directly impacted by the modification or as it relates to the specific obligations of the person, firm or entity that owns the land affected by such modification.
