No Outside Advertising. No outside advertisement for any vacancy shall be placed until the applications of present Union members have been fully processed.
No Outside Advertising. No outside advertising for additional employees shall be made until present employees have had a full opportunity to apply as provided in Article 10.01.

The employer must review all internal applications and finalize its selection process in respect of those applications before considering external applicants.

Any posting, which may appear on college bulletin boards or web sites that are accessible to the public, will clearly state "This vacancy is available to internal applicants only."
