North Carolina Division of Emergency Management. (NCEM) means a division of the North Carolina Department of Public Safety established in G.S. 143B-1000 with the responsibility to coordinate the mitigation, planning, preparedness, response, and recovery to a disaster or emergency that has or could is forecasted to occur in the State as determined by the NCEM Director.
