We have negotiated the attached Consent Decree in which Ottawa stipulates that it violated the Public File Rule, the Ownership Report Rule, the EAS CAP Compliance Rule and the NCE Minimum Operating Schedule Rule.
The Parties acknowledge that any proceeding that might result from the Public File Rule and Ownership Report Rule compliance issues referred to in Paragraph 3 above would be time-consuming and require a substantial expenditure of public and private resources.

In an amendment to the Renewal Application, Licensee disclosed to the Commission that the Station had not complied with the Public File Rule or the Ownership Report Rule.
The University hereby stipulates that it violated the Ownership Report Rule and the Public File Rule to the extent described in Paragraph 3 above.
The Licensee hereby stipulates that the Station violated the Public File Rule, the Ownership Report Rule, the NCE Minimum Operating Schedule Rule and the EAS CAP Compliance Rule, during the 2005-2013 license term.
In that application, the University disclosed Violations of the Ownership Report Rule and the Public File Rule.
The Stockholders agree that they will cause the tax return for the period from January 1, 2005 to the Closing Date to be prepared and provided to Buyer, at the Stockholders’ sole expense, for review and filing by Buyer in a timely manner consistent with the filing requirements under the Internal Revenue Code.
