The Birmingham Organising Committee’s performance shall be reviewed by the Department periodically in accordance with the engagement strategy (see Part A section 3 and 4, and Part B section 4).

If WV Birth to Three determines a toddler to be eligible for early intervention services less than 90 days prior to his/her third birthday, the WV Birth to Three Regional Administrative Unit will send notification to the LEA and SEA as soon as possible that the toddler is potentially eligible for services under Part B section 619.

Notification of Children Potentially Eligible for Part B Any toddler currently receiving Part C services within at least 90 days prior to their third birthday or who is determined eligible for Part C services at least 45 days prior to their third birthday, is potentially eligible for Part B section 619 preschool services.
The DOE Liaison who works at Part C, the Lead Agency, must notify the State Education Agency (SEA) and the Local Education Agency (LEA), where the toddler receiving Part C services resides, that a toddler who is receiving Part C services and who is potentially eligible for services under the Part B section 619 preschool program will shortly turn three (3) years old and exit the Part C program.
If the lead agency determines that the toddler is eligible for early intervention services more than 45 days but less than 90 days before that toddler’s third birthday, the State must provide the Transition Notification as soon as possible after determining the toddler’s eligibility and notify the SEA and the LEA (where the toddler receiving Part C services resides) that a toddler who is receiving Part C services is potentially eligible for services under the Part B section 619 preschool program.
