The Federation PCU and the RS PCU shall have responsibility for procurement and financial management activities of Part 1 of the Project according to the arrangements and procedures set out in the Procurement Plan and the Operational Manual.
The MOFTER, through the BH PCU, shall have responsibility for implementation of Part 1 of the Project, with the support of the VO, the APPH and the FSA, as the case may be, for Part 1 A (ii) of the Project; and shall have responsibility for the overall coordination, reporting and monitoring and evaluation of Parts 1, 2 and 3 of the Project.
The Recipient shall cause the Entities, through the Federation PCU and the RS PCU, respectively, to have their Project Financial Statements audited in accordance with the provisions of Section 4.09 (b) of the General Conditions.
To this end, the Recipient shall carry out Parts A and D of the Project through the Prime Minister’s Office acting through PCU, and Parts B and C thereof through MINESEB, MINSAPF, ONN and CNN in accordance with the provisions of Article IV of the General Conditions.
The Recipient, through the BH PCU, and with the cooperation of the Federation PCU and the RS PCU, as necessary, shall monitor and evaluate the progress of the Project and prepare Project Reports in accordance with the provisions of Section 4.08 of the General Conditions and on the basis of indicators agreed with the Association.
