Procedural instructions definition

Procedural instructions means the procedures contained in the Treasury Financial Manual, Volume IV (IV TFM), other Treasury instructions issued through the TFAs, and FRB op- erating circulars issued consistent with this part.
Procedural instructions means written instructions describing the steps of a specific procedure, including the materials and methods to be used and the expected end result.
