Qualified governmental entity means ①the government of Federal Republic of Germany, a federal state (Land), any political subdivision or local authority thereof, ② the Federal Bank of Germany (Deutsche Bundesbank) ③a person that is wholly owned, either directly or indirectly, by any entities mentioned in ①.

However pursuant to 50 ILCS 750 15.4(f), by July 1, 2018, any county or municipality other than a municipality with a population over 500,000, can no longer operate a 9-1-1 system as a qualified governmental entity and must establish an ETSB or join a Joint ETSB.

D) it does not carry on a business;
Qualified governmental entity means ① the government of Switzerland, any political subdivision or local authority thereof, ②the Swiss National Bank or ③a person a majority of the capital of which is owned, either directly or indirectly, by any entities mentioned in ①.
