Qualifying region definition

Qualifying region means a region with a regional council.
Qualifying region means that region within which an entity must provide domestic water in order to qualify for membership in the Alliance, as established in the Alliance Bylawsthe territorial boundaries of each public agency which is a party to this Agreement.
