Residential householder means any person or persons holding or occupying residential premises in the city, whether or not the owner of the residential premises.
Residential householder means an individual, family or group family (rental) unit and includes owners, tenants and occupants of all premises containing no more than three (3) dwelling units or rooming houses with no more than five (5) rooming units.
