Satisfactory quality definition

Satisfactory quality means the product meets the project design specifications. A waiver may be granted if a recipient determines that the project plans and design would be compromised because there are no American made products available that meet the project design specifications.

Satisfactory quality means the state and condition of goods; and the following, among others, are aspects of the quality of goods—
