Secure electronic data transmission means electronic commu- nication and accounts developed and maintained to prevent unauthorized access, loss, or compromise of sensitive information including, but not limited to, secure file transfer, secure facsimile, a health in- formation exchange authorized under RCW 41.05.039, and the secure electronic disease surveillance system.
