Substantial handicap definition

Substantial handicap means a level of disability of such severity that, alone or in combination with social, legal, or economic constraints, it requires the provision of specialized ser- vices over an extended period of time directed toward the individ- ual’s emotional, social, personal, physical, or economic habilita- tion and rehabilitation.
Substantial handicap means a condition which results in major impairment of cognitive and/or social functioning. Moreover, a substantial handicap represents a condition of sufficient impairment to require interdisciplinary planning and coordination of special or generic services to assist the individual in achieving maximum potential.
