Substantially degrade. To cause significant environmental/ecological impact. SWALE: A low place, especially a marshy depression between ridges. WATER-ORIENTED USE: A use that is water-dependent, water-enjoyment, or water-related, or a combination of such uses. The three types of water-oriented uses are defined below.
