Switch business means a business which was pre- viously owned and controlled by a man, men or nonminori- ties, or individuals who are not socially and economically disadvantaged, which has made technical changes to its busi- ness structure so that it is now purportedly owned and con- trolled by a woman or women or by a minority person or per- sons, or by a socially and economically disadvantaged indi- vidual or individuals, but continues to operate in substantially the same manner as it did prior to the written revisions of the business structure.
