A certificate of a Responsible Officer of the Customer to the effect that all national and local Telecommunications Approvals that are necessary or, in the opinion of AEF, desirable for the construction and launch of the Satellite, the provision of services to the transponders, if applicable, and the construction of the TTC&M Facilities and the Project in general have been obtained and are in full force and effect and unrestricted and unconditional, together with certified copies of all such approvals.
