third State means a State not a party to the treaty;

Examples of third State in a sentence

Benefits under the legislation of a Contracting State shall be paid to the persons specified in Article 3, who ordinarily reside in the territory of a third State, under the same conditions as a national of that Contracting State.
Paragraph 1 of this Article shall also apply where a person who has been sent by his or her employer from the territory of one Contracting State to the territory of a third State is subsequently sent by that employer from the territory of the third State to the territory of the other Contracting State.
