Total unemployment rate definition

Total unemployment rate or "TUR" means the percentage derived by dividing the number of all unemployed persons in the civilian labor force by the number of individuals comprising the total labor force, including both employed and unemployed individuals, and then multiplying that number by one hundred.
Total unemployment rate means, with respect to any period, the average unadjusted total rate of unemployment (as determined by the Secretary) for a State for such period. (See also MTUR at II.G.2. of this GAL.

The averaging period shall be 36 consecutive calendar months if the member contributes to the member investment plan except for a member who contributes to the member investment plan and first became a member on or after July 1, 2010; otherwise, the averaging period shall be 60 consecutive calendar months.
