From the time that the Upgrading or Retrofitting Works commence until the expiry of 12 months from the date of the testing and commissioning reports, the Building owner shall permit BCA’s designated staff to enter the Building for the purposes of inspecting the Upgrading or Retrofitting Works or the installed Approved Equipment, provided that BCA shall give 1 week’s written notice of its intention carry out such inspection.

In these Guidelines:- ‘Actual Energy Savings’ shall mean the actual energy savings based on the actual energy consumptions derived from the utility bills before and after the Upgrading or Retrofitting Works.
The EEI after Upgrading or Retrofitting Works is based on the energy bills for the 12 months following the month in which testing and commissioning reports are dated.

Within 24 calendar months from the receipt of the Letter of Acceptance by BCA (the “Expected Completion Date”), the Applicant shall complete the Upgrading or Retrofitting Works (including testing and commissioning works) as proposed pursuant to paragraph 3.2 above.
If the Applicant is unable to complete the Upgrading or Retrofitting Works by the Expected Completion Date, the Applicant may send a written request at least 14 days prior to the Expected Completion Date setting out the reasons for his inability to complete the said works by the Expected Completion Date for BCA’s consideration.
