Written statement of need means the request of a health professional for a specific chemical identity that describes, with reasonable detail, one or more of the following health needs for the information:
Statement of Departures means Schedule C-1 to the form of Proposal attached as Schedule C.
Written Testing-the-Waters Communication means any Testing-the-Waters Communication that is a written communication within the meaning of Rule 405 under the Securities Act.
Commencement of Construction means the initial disturbance of soils associated with clearing, grading, or excavating activities or other construction activities.
