Rules for Evaluation of Responses. To assist in the scrutiny, evaluation and comparison of responses/offers, CGTMSE may, at its discretion, ask some or all Bidders for clarifications on their offers. The request for such clarifications and the response will necessarily be in writing. CGTMSE has the right to disqualify the Bidder whose clarification is not received by CGTMSE within the stipulated time or is found not suitable to the proposed project. CGTMSE may at its absolute discretion exclude or reject any proposal that in the reasonable opinion of CGTMSE contains any false or misleading claims or statements. CGTMSE shall not be liable for excluding or rejecting any such proposal. CGTMSE will award the Contract to the successful Bidder whose bid has been determined to be substantially responsive and has been determined the Lowest Bid (L1), provided further that the Bidder is determined to be qualified to perform the contract satisfactorily. 3.10
