Access to Grievance Procedure. Employees, whether Union members or not, will 23 have no independent unilateral privilege or right to invoke the grievance procedure; however, an 24 employee’s complaint may be presented to their supervisor. If the issue is not resolved, it may be 25 referred to STEP 1.
