Adjudication Board Procedure. The Adjudication Board shall determine its own procedure but shall give full opportunity to all parties to the adjudication to present evidence and make representations to it. In its attempts at justice, the Adjudication Board shall, whenever possible, follow a layperson's procedure and shall avoid legalistic or formal procedures. The Adjudication Board shall commence its proceedings as soon as possible after the Chairperson is appointed.
