Advisory Committees. The following general policies will govern the appointment and functioning of advisory committees to the School Committee. (The appointment and functioning of the student advisory committee is governed by the terms of M.G.L. Ch. 71: 38M. Section 1. Advisory committees are made up entirely or largely of non-School Committee members. Section 2. Advisory committees may be created by the School Committee to serve as task forces for special purposes or to provide consultation in a particular area. There will be no standing advisory committees; advisory committees will have a maximum term of one year. Section 3. If an advisory committee is required by state or federal law, its composition and appointment will meet all the guidelines established for that type of committee. Section 4. Appointments to such committees will be made by the School Committee. The Superintendent may make recommendations on staff appointments to such committees. Section 5. Each advisory committee will be instructed in writing as to: a. The length of time the advisory committee is to serve. b. The charge from the School Committee and the extent and limitations of the advisory committee's responsibilities. c. The resources the School Committee will provide. d. The dates on which the School Committee wishes to receive major reports. Section 6. The recommendations of advisory committees will be based upon research and fact. Section 7. The recommendations of an advisory committee must be submitted to the School Committee in writing. The School Committee will have the sole power to dissolve any of its advisory committees by majority vote. School Building Committees Ch 71:68 and Ch. 71:16A, par. 2 The Superintendent may establish such councils, cabinets, and committees as he/she deems necessary for assuring staff participation in decision making, for advice on implementing policies and regulations. Such groups will exercise no inherent authority. Authority for establishing policy remains with the School Committee and authority for implementing policy remains with the Superintendent. The membership, composition and responsibilities of administrative councils, cabinets and committees will be defined by the Superintendent and may be changed at his/her discretion. However, the Superintendent shall report to the School Committee on the establishment and dissolution of these groups as well as their membership and purpose. The Superintendent shall report twice yearly to the School Committee on the activities of these groups. When approved in advance by the School Committee, expenses incurred by these councils, cabinets and committees for consultative services, materials, and any investigative travel will be paid by the school system.

Section 4. Appointments to such committees will be made by the School Committee. The Superintendent Operations Committee The Members of the Operations Committee shall be the Police and Fire Chiefs from each of the Participating Communities. The Operations Committee, to the extent possible, shall operate in a manner similar to the Board of Directors, electing by ballot a Chair and Vice Chair, holding regular meetings, including one at least quarterly, all in compliance with the Open Meeting Laws and Public Record Laws. Each Police and Fire Chief shall have the authority to designate an alternate for any meeting that the Chief is unable to attend. It may establish rules for the conducting of meetings, and voting. It may appoint a delegation, less than a quorum, to meet regularly with the Executive Director to discuss operational issues and other matters of mutual interest. It may appoint other subunits, such as Task Forces, to investigate and report on equipment, technology, dispatch protocols, training, or other matters relevant to the operations of the Center. The Operations Committee shall be responsible for advising the Board of Directors, and working with the Executive Director, to assure the effective and orderly operation of the Center, including advising on communications equipment and systems; data processing and records management, operations; dispatch, call-back and other operational protocols and standard operating procedures; other policies and procedures; staffing, supervision and training; facilities and maintenance; and such other matters as are required to provide excellent emergency communications and dispatch services. The Operations Committee will make recommendations to the Board of Directors and Financial Advisory Committee in a timely way to assist in the development of annual and capital budgets for the Dispatch District. The Operations Committee shall coordinate with each of the Participating Communities on staff appointments local protocols and standard operating procedures required to transition to and implement regional dispatch services for each of the Participating Communities, and to ensure compliance with all applicable local, state, and federal protocols, rules, regulations, directives and laws. The Operations Committee will provide an annual assessment to the Board of Directors of the equipment and operations of the Dispatch Center, its Executive Director and its staff, as they affect public safety in the Participating Communities. The Operations Committee will provide to the Board of Directors its assessment of the public safety impact of any proposed or pending changes in the make-up of the Participating Communities in the Dispatch District, including adding communities, or the possible termination or withdrawal of existing members. Such assessment shall include recommendations for mitigating the impact of such committees.
