Sub-Committees. 15.1 The Joint Committee shall establish the membership and terms of reference for any sub-committees or sub-groups which it establishes and may dissolve such sub-committees or sub-groups. Sub-committees to which the Joint Committee delegates functions are bound by the provisions of this Agreement regulating the taking of decisions by the Joint Committee. The Joint Committee may create additional sub-committees from time to time as it sees fit.

Sub-Committees. 10.19.1 The Joint Committee shall establish as soon as reasonably practicable the following sub-committees or groups: (a) Programme Management Office; (b) Programme Board; (c) Regional Transport Authority; (d) Regional Business Organisation; (e) Regional Skills and Employment Board; and (f) Regional Economic Growth Partnership. 10.19.2 The Councils shall work together to create and agree terms of reference for, to the extent permissible by law, a Joint Audit Committee and a Joint Scrutiny Committee. 10.19.3 It is acknowledged and agreed by the Councils that the sub-committees or groups referred to in Clauses 10.19.1 and 10.19.2: (a) shall undertake a number of functions including but not limited to audit, scrutiny and/or consultation services pursuant to their terms of reference; and (b) shall not have any delegated decision making powers (unless otherwise expressly granted by the Joint Committee). 10.19.4 Sub-committees or groups to which the Joint Committee delegates any of its powers must follow procedures which are based as far as they are applicable on those provisions of this Agreement which govern the taking of decisions by the Joint Committee. 10.19.5 The Joint Committee shall establish the membership, rules of procedure or terms of reference for all or any such sub-committees or groups to, amongst other matters, clarify their respective role and scope of delegation which shall be approved by the Joint Committee. 10.19.6 The Joint Committee may create additional sub-committees or sub-groups as it sees fit from time to time.
Sub-Committees. Nothing herein contained shall prevent the Owners’ Committee from forming sub-committees for the recreation and welfare of the residents of the Development or to co-opt any person eligible under Clause 49 who are not members of the Owners’ Committee to serve on such sub-committees.

The Association Committee may decide to set up any additional Sub-Committee. It may decide to change the task assigned to or dissolve any Sub-Committee.

A Sub-Committee shall: (a) be composed of representatives of the Governments of the Parties and may, by mutual consent of the Parties, invite representatives of relevant entities other than the Governments of the Parties with the necessary expertise relevant to the issues to be discussed; and (b) be co-chaired by officials of the Governments of the Parties. 3. A Sub-Committee shall meet at such times and venues as may be agreed upon by the Parties. 4. A Sub-Committee may, as necessary, establish its rules and procedures. 5. A Sub-Committee may establish and delegate its responsibilities to Working Groups.
Sub-Committees. The following Sub-Committees shall be established upon the entry into force of this Agreement: (a) Sub-Committee on Trade in Goods; (b) Sub-Committee on Trade in Services; (c) Sub-Committee on Customs Procedures; and (d) Sub-Committee on Investment.

Sub-Committees. 9.25.1 The Joint Committee shall establish as soon as reasonably practicable the sub-committees or groups set out below. The initial terms of reference for the sub-committees, subject to approval by the Joint Committee and its powers to vary and or revoke such delegation in accordance with clause 9.24 above, will be as set out in the third part of Schedule 2 : (a) a transport sub-committee; and (b) Digital Delivery. 9.25.2 The Accountable Body shall be responsible for providing Internal Audit services to the Joint Committee and audit reports in relation to the Joint Committee shall be considered by its Audit Committee in accordance with its usual rules and practices. 9.25.3 It is acknowledged and agreed by the Parties that the sub-committees or groups referred to in Clauses 9.22, 9.25.1 and 9.25.2: (a) shall undertake a number of functions including but not limited to audit, scrutiny and/or consultation services pursuant to their terms of reference; and (b) shall not have any delegated decision making powers (unless otherwise expressly granted by the Joint Committee). 9.25.4 Sub-committees or groups to which the Joint Committee delegates any of its powers must follow procedures which are based as far as they are applicable on those provisions of this Agreement which govern the taking of decisions by the Joint Committee. 9.25.5 The Joint Committee shall establish the membership, rules of procedure or terms of reference for all or any such sub-committees or groups to, amongst other matters, clarify their respective role and scope of delegation which shall be approved by the Joint Committee. 9.25.6 The Joint Committee may create additional sub-committees, sub-groups or SPVs (subject to the need to obtain non-executive approval for a local authority trading company established under the Local Government Act 2003) as it sees fit from time to time.
Sub-Committees. From time to time, the Operations Committee may establish subcommittees to which it can delegate the responsibilities of the Operations Committee for particular projects or activities in or for the Development Program, Regulatory Affairs and Manufacturing, as further specified below herein, and such subcommittees will be constituted as the Operations Committee agrees.
