Affix and Mail. If after two attempts on two days at two different times, at least one of which is between 1900 and 2200 hours, such delivery pursuant to personal service or substitute service cannot be completed, and no additional addresses are provided or found, then AEU must be notified. Then, only if authorized by the AEU, service may be made by 1) Affixing the notice in a conspicuous place at the respondent’s actual place of business, dwelling place or usual place of abode; and, 2) A copy shall be mailed to the respondent at the address of such premises.
