The Grantor (or its designee) has authority for regulation in the following areas: a) Administering and enforcing the provisions of this Franchise Agreement, including the adoption of administrative rules and regulations to carry out this responsibility. b) Coordination of the operation of Public, Government and Educational Access Channels. c) Interfacing the Grantee's technical, programming and operational assistance and support to public agency users, such as City departments, Schools and health care institutions; d) Formulating and recommending long-range cable communications policy for the Franchise Area;
