ART Team. 6.18.1 ART Team (Accelerated Recovery Team) for Council Tax arrears was introduced to the service in 2018 Referrals will be made to the ART Team, when all other recovery actions have failed. Following further tracing ,contact is made with the customer to secure payments. Xxxxx Enforcement Agents and other external agents will track and trace customers. Older debts from previous years are revisited to secure payments to the councils.
