Be adequately documented. The City’s prior written authorization is required in order for the following to be considered allowable costs. Inclusion in the budget within this Agreement constitutes “written authorization.” The item shall be specifically identified in the budget. The City shall have the authority to make the final determination as to whether an expense is an allowable cost.
