A written order signed by the Engineer to incorporate changes in scope, alterations or other modifications into the Contract. A Change Order may be used to add, modify, or delete: quantities, Contract time, Contract Documents, or other terms of the Contract. Change Orders may be issued on a bilateral or unilateral basis. The term change order means bilateral Change Order, except where the Change Order is designated or understood from the context as being a unilateral Change Order.
