BIDDING FOR VACANT POSITIONS. The first and second job shall remain on all notice boards in the bargaining unit for a period of two working days. After the bidding procedure has been followed, promotions to higher paid or more desireable jobs with equal pay will be based on merit and ability, and when merit and ability of respective employees is equal, except in effecting promotions to supervisory positions, the employee having the greatest seniority will be given preference.
