Binding and Labeling. Each volume of the proposal shall be separately bound in a three-ring loose-leaf binder that shall permit the volume to lie flat when open. Staples shall not be used. A cover sheet shall be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification and the Offeror’s name. The same identifying data shall be placed on the spine of each binder. The Offeror shall apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), “Restriction on Disclosure and Use of Data,” and FAR 3.104-5, “Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.”

The cover and spine of each binder will be clearly marked with the offeror’s name, volume number and title, solicitation identification and the copy number (for example: Company A, Vol I, Solicitation W91260-17-R-0001, CIMS III, copy 2 of 2). Be sure to apply all appropriate markings of those prescribed IAW FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information. Exception: foldout/enclosure documents may be submitted using paper sizes other than 8.5 x 11 inches and font sizes other than 12 points (maximum 11 x 17 paper size and minimum 8 point font size), as long as they fit in the binder, and are labeled accordingly. Use at least one-inch margins on the top and bottom and 3/4 inch side margins. Headers and footers are excluded from the margin and font size requirement. Pages shall be numbered sequentially in binder. All pages, foldouts, enclosures, and attachments MUST fit in the applicable Binder. Foldouts/enclosures not referenced shall be disregarded. Foldouts/enclosures are considered part of the page limitation.
