Binding Effect of Award. All decisions arrived at under the provisions of this article by the representatives of the City and the Union at Steps 1, 2, 3 and 4, or by the arbitrator, will be final and binding upon both parties. However, in arriving at a decision, neither of the parties nor the arbitrator will have the authority to alter this agreement in whole or in part.
