Binding Effect of Award. 37 All decisions arrived at under the provisions of this Article by the representatives of the Employer and 38 the Union at Step 1, 2, 3, or 4, or by the arbitrator, shall be final and binding upon both parties; 39 provided, however, that in arriving at such decision neither of the parties or the arbitrator shall have the 40 authority to alter the Agreement in whole or part. The arbitrator shall be without authority to require 41 the District to maintain specific employee positions in the future.
