Bulletining and Filling Positions. 12.1 Appointments shall be made by the appropriate officer of the Company on the basis of the applicants' qualifications and seniority. Qualifications being equal, seniority will govern. The applicants' qualifications shall reflect not only the results of promotional examinations in accordance with Article 29, but their skill and ability to perform the work required of the position to be filled in accordance with the provisions of paragraph 12.6.
