Career Counseling. Section One. The employer shall be responsible for advising or counseling unit members at periodic intervals concerning organization goals and strategies, including staffing requirements, career advancement opportunities, and technological changes which impact on career advancement potential. As a minimum, such counseling shall be afforded in conjunction with preparation of annual service ratings.
