Certain Rights Specified. 4.2.1 These rights, powers, and authority of the State include, but are not limited to, the following: 4.2.1.1 The right to determine, effectuate, and implement the objectives and goals of the State. 4.2.1.2 The right to manage and supervise all operations and functions of the State. 4.2.1.3 The right to establish, allocate, schedule, assign, modify, change, and discontinue State operations, functions, departments, work shifts, and working hours subject to the terms of this labor contract. 4.2.1.4 The right to establish, modify, change, and discontinue work standards and enforce employee’s quality and quantity standards subject to the terms of this labor contract. 4.2.1.5 The right to hire, examine, promote, train, transfer, assign, and retain bargaining unit members; suspend, demote, discharge, or take other disciplinary action against bargaining unit members for just cause; and to relieve bargaining unit members from duties due to lack of work or funds subject to the terms of this labor contract. 4.2.1.6 The right to increase, reduce, change and modify, the size of the work force subject to the terms of this labor contract. 4.2.1.7 The right to determine, establish, set, and implement policies for the selection, training, and promotion of bargaining unit members subject to the terms of this labor contract. 4.2.1.8 The right to establish, implement, modify, and change financial policies, accounting procedures, process of goods or services, public relations, and procedures and policies for the safety, health, and protection of State property and personnel. 4.2.1.9 The right to adopt, modify, change, enforce, or discontinue any existing rules, regulations, procedures, and policies which are not in direct conflict with any provision of this Agreement. 4.2.1.10 The right to contract out for goods and services. 4.2.1.11 The right to introduce new or improved methods, equipment, or facilities.
