Chair of Hatchery Committee. The Parties shall choose and the District shall fund a neutral third party to act as the Chair of the Hatchery Committee. The Chair of the Hatchery Committee shall have the same responsibilities and authorities with regard to the Hatchery Committee as the Chair of the Coordinating Committee has with regard to the Coordinating Committee. At least every three years, the Hatchery Committee shall evaluate the performance of the Chair of the Hatchery Committee.
