Commissioning Procedure. 1. Wind Power Developer (WPD) shall give to CTU/PGCIL, State Nodal Agency (SNA), Concerned RLDC and SECI at least thirty (30) days’ final written notice, of the date on which it intends to synchronize the Project to the Grid System. The WPD shall be solely responsible for any delay or non-receipt of the notice by the concerned agencies, which may in turn affect the commissioning schedule of the Project. 2. Wind Power Developer shall ensure that the Wind Turbine Generators (WTGs) have been installed and completed in all aspects and the Project is synchronized to the grid in order for it to be declared as being commissioned. The Project may be synchronized with the grid on WTG-basis. 3. Part Commissioning of Project would be considered subject to the condition that minimum capacity for acceptance of first part commissioning shall be at least 50 MW, without prejudice to the imposition of penalty, in terms of the PPA on the part which is not commissioned. The projects can further be commissioned in parts of at least 25 MW batch size; with last part could be the balance capacity. 4. Early Commissioning of a Project prior to the SCD is permitted on acceptance of power by SECI. In order to facilitate this, WPDs shall inform the concerned agencies and SECI well in advance regarding the date it intends to synchronize the Power Project to the Grid System. 5. Prior to being declared as being commissioned, the Project shall be inspected by the CEIG/CEI (as applicable) and all the approval for all the components, including the wind turbines, along with all annexures/attachments, such as approval of the CEA under Section 68 and Section 164 of the Electricity Act, shall be obtained by the WPD prior to be declared as fit for synchronization of the Project. 6. In line with CERC Order No. 1/14/2015-Reg.Aff.(FSDS-Proced.)/CERC dated 03.03.2017, WPD shall provide data telemetry at the WTG level to the concerned RLDC. Line of confirmation received from RLDC/CTU with regards to above is required Prior to visit for witnessing the commissioning activities. 7. No personnel shall be deputed from SECI for physical verification/ witnessing of the commissioning.

Commissioning Procedure. 1The Solar PV Project will be declared as commissioned when all equipment as per rated project capacity has been installed and energy from the Project has flown into the grid, which will be verified by a committee/agency identified by SECI/XXXX/LED to witness the Commissioning of the Project. Wind Power Developer (WPD) Following is the chronology of the procedure to be followed for commissioning of the Project.
i. SPDs shall give to CTU/PGCILXXXX, State Nodal Agency (SNA), Concerned RLDC LED and SECI at least thirty (30) days’ final days advance written notice, of the date on which it intends to synchronize the Power Project to the Grid System. 4. Early Commissioning of a Project Not more than 15 days prior to the SCD proposed commissioning date, the SPD shall give the final written notice to XXXX, LED and SECI. Following documents are required to be submitted by the SPD, physically in the office of SECI, at least 15 days prior to Proposed/ Scheduled Date of Commissioning, along with the above notice, duly stamped and signed by the Authorized Signatory (scanned copies may also be allowed):
a. Covering Letter
b. Board resolution for authorized signatory for signing the documents related to commissioning of the Project and witnessing the commissioning.
c. Installation report duly signed by the authorized signatory. The SPD is permitted on acceptance of power advised to take due care in furnishing such Installation Report. Discrepancy (if any) if observed by SECI. In order to facilitate this/LEDA/LED, WPDs shall inform may be construed as misrepresentation of information by the concerned agencies SPD and SECI well in advance regarding the date it intends to synchronize the Power Project to the Grid SystemSECI/LEDA/LED may take appropriate action as per this Agreement.
5d. Invoices against purchase of the solar modules, Inverters/PCUs, WMS, SCADA and DC cables along with the summary sheet containing the list of all the invoices, inverters including details and number of items.
e. All supporting documents towards meeting the technical compliance along with datasheet/ warranty certificates/ contract agreement etc. Prior to being declared as being commissionedmentioned in Annexure-B of the RfS.
f. Snap shots (with timestamp) of the plant, including but not limited to, solar PV modules, all inverters (showing instantaneous and total generation of a particular date), switchyards/switchgears, Power Transformers, metering (as per applicable regulations) at delivery point etc. along with the Project shall be inspected Installation Report.
g. Plant Layout, Plant (AC & DC) SLD, along with Inverter-wise module details.
h. Charging code/Permission for charging the generating station issued by the CEIGconcerned department/ LED/ LEDA.
i. CEI/CEI CEIG (as applicable) and all the report containing approval for all the components, including the wind turbinesmodules, inverters, transformers and protection system, along with all annexures/attachments, such as approval . It would be the responsibility of the CEA under Section 68 SPD to obtain the certificate.
j. Confirmation of compliance to all requirements of grid by concerned department/ LED/ LEDA.
iii. Commissioning Committee/Agency shall visit the project site and Section 164 if the Project meets requirements as per the provisions of the Electricity ActRfS as verified by the Commissioning Committee/Agency witnessing the commissioning, the Project shall be declared as having been commissioned and the date of Commissioning of the Project in this case, shall be obtained by the WPD prior actual date of visit of the Commissioning Committee/Agency .The date of Commissioning of the Project may be indicated in the Minutes of Meeting of the Committee/ recommendation of the Agency visiting the Project. Any other observation contrary to the above, shall be clearly indicated in the Minutes/recommendations and further decision on commissioning of the Project shall be taken in this regard.
