COMMUNICATION SYSTEMS. The Association shall have the right to use District communication systems (i.e. phones, mailboxes, e-mail, and bulletin boards) to circulate information to bargaining unit members. Permission of the District and the Association shall be required prior to allowing outside labor organizations to use district communication systems for the purpose of communicating with bargaining unit members
